Eligibility & Investment Priorities

Incentive requests are considered for business startups, relocations, and expansions on a case-by-case basis. This is contingent on whether or not the project is located within Edinburg's city limits and an intake form is submitted before work begins. Priority is given to projects that create quality full-time jobs paying $15 per hour or more with benefits, grow the commercial tax base, and deliver a net positive return on investment for the city. Generally, residential projects are generally not considered.

Tax Rebate

Applicants may request refunds of property and sales taxes paid to the City, based on job creation and capital investment.

The City and EDC may invest in infrastructure or property improvements that strengthen the competitiveness of an area and benefit the broader community.

FLIP program

Grants of up to $10,000 help small businesses fund exterior improvements like façade repairs, signage, and parking lot upgrades, disbursed after completion.

County Incentives

Hidalgo County's Tax Reimbursement Grant is available to qualifying companies. Based on employment numbers, eligible businesses may receive a property tax reimbursement from the county.

State Incentives

Texas offers a growing portfolio of incentives for businesses considering a new project in the state.

Freeport Tax Exemption

Exempts certain tangible personal property from taxation when it is acquired in or imported into Texas to be forwarded out of state and transported out within 175 days.

Texas Enterprise Zone Program

An economic development partnership between local communities and the state that promotes job creation and private investment. Designated projects may qualify for state sales and use tax refunds and franchise tax reductions.

Texas Enterprise Fund

Deal-closing grants awarded to businesses considering a new Texas project during site selection. Funds are granted to companies whose projects provide significant capital investment and employment contributions to the community.

EEDC Application Process

Edinburg is home to a diverse and growing economy. The city supports businesses across a wide range of sectors with skilled workforce, competitive costs, and direct access to U.S. and international markets. Whatever your industry, Edinburg has the infrastructure and the team to help you grow.

  1. Review eligibility criteria and submit the intake form the first week of the month.
  2. Staff coordinates with the Attorney to conduct a legal review of the proposed project.
  3. An objective third party evaluates the project's fiscal impact.
  4. Staff develops a proposed incentive agreement with the applicant.
  5. The proposed project is presented to the EEDC Board of Directors for consideration at a regularly scheduled Board meeting (first and third Tuesday of each month).
  6. If approved by the EEDC Board of Directors, the project is presented to the Edinburg City Council for final consideration and approval.
  7. Upon final approval, the agreement is executed, and the EEDC issues a formal project announcement in anticipation of the project's commencement. A groundbreaking or ribbon-cutting ceremony may be coordinated to mark the start of the project.
