The Façade and Lot Improvement Program (FLIP) provides financial assistance to small businesses in Edinburg for exterior property improvements that enhance commercial corridors and strengthen the city's business environment. The program has earned national recognition as a 2025 Business Facilities Economic Development Organization (EDO) Award winner, a reflection of its real impact on Edinburg's local businesses and neighborhoods. FLIP is a seasonal incentive program — applications are accepted during designated enrollment periods and are subject to available funding.

About the FLIP Program
FLIP provides funding to eligible Edinburg businesses for improvements to their exterior property. Approved uses include roof repairs, parking lot renovations, signage upgrades, landscaping enhancements, and façade improvements. The program operates on a reimbursement basis — approved projects receive funds upon completion. Any expenses incurred before approval and permit issuance will not be reimbursed unless otherwise approved by the EEDC.
Applications are currently closed. This is a seasonal program, and applications will reopen during the next enrollment period.

Eligible Expenses

Exterior painting, re-siding, cleaning, or other façade improvements - Exterior restoration of significant architectural details
- New doors, windows, or awnings
- Installation of permanent landscaping
- Parking lot resurfacing with striping
- Repair, removal, and replacement of old signage
- Roof repairs that are part of the existing building
- Construction of outdoor patios
Program Eligibility
- Located within Edinburg City Limits
- Commercial property owner or existing for-profit business (tenant) with fewer than 20 employees
- Currently operating
- Locally owned
- Current on all local property tax payments
- Free of outstanding code enforcement violations or liens
- Must submit two quotes for work; at least one from an Edinburg vendor
- Tenants must provide written authorization from the property owner
Program Restrictions
- One-time grant, one application per person, business entity, and address
- Home-based businesses are not eligible
- Non-profits are not eligible
- Awardees from previous FLIP rounds are not eligible
- Residential and multi-family projects are not eligible
- Awards are contingent on fund availability
